  soft reboot timeout is too long

Status in LAVA Dispatcher:
  Fix Committed

Bug description:
  If the test system fails to soft reboot, it waits for an unreasonably
  long time before hard resetting.  We could shorten this, or even
  detect the '[   NN.nnnnnn] Restarting system.' line and wait for a few
  seconds after that, then fail over to hardreset.
