  submit lava results including gather_results for all jobs

Bug description:
  Sometimes, we get a failure to submit results because they could not be gathered from the test system:
  http://validation.linaro.org/lava-server/scheduler/job/714

  Here, we had a network problem, and nothing was submitted for the run.
  Obviously we can't see the result of the individual tests without
  looking at the serial log, but we *should* be able to at least see
  which steps passed, and where things went wrong.  I think we should
  have one of the steps that gets logged as lava.get_results or
  something, and a pass/fail result for it.  If we fail to get the
  results, we still submit what we have.
