Title:
  Issues with user permission matrix when creating another linaro-cloud-
  buildd instance

Bug description:
  When another master instance is created using setup-control-node &
  deploy-jenkins-config, on Manage Jenkins -> Configure System, in
  Authorization -> Matrix-based security, instead of usernames, "ERROR"
  links are shown. Actually, immediately after page load, the username
  are shown, but soon they are get replaced by those ERRORs, apparently
  by some AJAX code. On android-build.linaro.org, they instead got
  replaced by icons+usernames.

  I saw the same on local install. One possible cause could be that
  Jenkins tries to AJAX to android-build.linaro.org and fails. So, that
  could be expectable behavior on other hosts, but I file this as a
  known regression after installing a master node clone.
