We need a last respin for Panda, to enable bluetooth support at 4460.

There's only one change in the newer hwpack, that's a newer
linux-firmware package that includes the new firmware for 4460.
Besides that it's exactly the same as the 22-1 hwpack that was tested
with 4430 and 4460:
