  Hebrew filenames in downloaded files not saved correctly

Bug description:
  Binary package hint: chromium-browser

  When downloading a file with a Hebrew filename in chromium the file
  that is downloaded is given one of these name variations:

  Gibberish(such as "îöâú.ppt" instead of "מצגת.ppt")
  Underscores("________.doc" instead of "anything.doc")
  "download" instead of anything.anyextention

  It seems as though the last case is more common among Archive
  files(zip, rar, etc.) but I can't say I see a clear pattern of which
  case happens to what file.

  I can say that I have not found a file that saves correctly(with a
  Hebrew filename).
