I couldn't reproduce this bug. 
Before: ~50 %
During: ~120 % 
Immediately after cancel: ~50 %

Unfortunately, OpenShot is a very CPU-heavy program. In OpenShot, if you
position the timeline marker over a still picture, you'll see that the
CPU rises to high levels (Bug #403154). It is possible that the high CPU
levels you saw were apparent even before you started the rendering
process.

Bug description:
  I did a long video rendering.
  If I press cancel during rendering the proses stops, but in background opeshot still running using 100% of CPU.

  Its seems that something still running, consuming a lot of CPU
