%s  assumes that the string is processed in a program with some function like printf(). ddtp is not a program, it's just a set of strings extracted from program descriptions. To do what you suggest requires decent work like writing some scripts that extract all strings matching "This package..." template, save the varying part in a separate list, import/translate/export templated strings and then substitute it back again translated... and, yeah, that saved list needs to be translated too (e.g. languages in comment #1). I personally think benefits of such system are not worth all headaches of writing and supporting it.
Isn't it far easier to do this on the client side? Like download .po file from Rosetta, then grep/sed through it with a couple of commands and upload it back.

  Ease translation of »dbg«- and »dev«-packages

Bug description:
  It's very annoying to translate dbg- and dev-packages because they
  always contain similar content in their package description. Maybe it
  is possible to create a template which for example says something like
  »This package contains debugging symbols for %s«. Translators would
  only have to translate this string once if it is somehow possible to
  put in the package name for %s.

  Same for dev-packages.
