  Effects not visible in clip properties

Bug description:
  When a clip is moved onto the timeline, positioned somewhere in the
  middle of the timeline, effects are no longer being applied to the
  clip, on the clip properties screen.  It seems the clip properties
  effects are still using the original IN and OUT + clip Position,
  instead of starting at position zero also.
