  Can not add effects in clip properties (with non-UTF8 locales)

Bug description:
  When trying to add an effect (on the clip properties window), and on
  systems that are not using a UTF-8 locale, OpenShot will not add the
  effect.  There is a print statement that is mixing unicode and non-
  unicode characters that throws an error.
