First, you should use the last version of Openshot=>1.4.2.

Secondly, I am near sure that you are doing a bad utilisation of this effect.
Here a bit more explanations on this effect and how to do one.

Hi,
when I use the chroma-key effect, openshot uses just a few pixels nearby - for example when I choose #ffffff als color and my film is black and white, only a few pixels around the black parts were affected by the filter... It doesn't matter which level I choose :-/
Any ideas?
