These are the bitrates used for the WEBM preset:

<videobitrate
	 low="384 kb/s"
	 med="5 Mb/s"
	 high="15.00 Mb/s"></videobitrate>
	<audiobitrate
	 low="96 kb/s"
	 med="128 kb/s"
	 high="192 kb/s">

They are not swapped. The only thing I can think of is that maybe MLT or
FFMpeg thinks that the 15.00 MB /s setting is invalid and usesa lower
value.

  if i export to webm the high quality webm file is 40% smaller than the
  medium quality in size.
