Cannot scroll to end when time resolution set to 1 second

Bug description:
When the timescale is set to 1 second then I can only scroll to 5
minutes 20 seconds. As the time scale is increased I can get further
in proportion to the scale, but there seems to be no way of getting,
for example, 1 second resolution at the end of a track lasting more
than 6 minutes.

Summary/Description: When the timescale is set to 1 second then I can

Steps to reproduce: In Ubuntu
Open a project and put a clip greater than six minutes long in a track
Attempt to scroll the track to the end - only 5 mins 20 seconds can be accessed.
