Are those from Oneiric ? I have this issue with strings translated in Oneiric, not being imported into Raring.
Perhaps because the packages have been shifted from the main template to the universe template and vice versa.

  New descriptions are replaced by old ones

Status in Ubuntu Translations:

Bug description:
  This is happening for a whole bunch of strings that have been
  translated before. New translations don't disappear but appear as
  suggestions and old translations are getting current. It is easy to
  fix this by simply confirming all the suggestions again, but is not
  fun to confirm about 200-300 suggestions for each ddtp-template every
  release, however.
