I doubt it will be as simple as that, as there have been some 13.04
specific bugs reported, which would need fixing first.

  Missing raring version on the stable releases PPA

Bug description:
  The description says it all: Openshot cannot be installed from the PPA
  on Ubuntu 13.04 because there is no build for that distro series.

  Considering that 13.04 is the stable Ubuntu release, it would make
  sense to add it. It might be as easy as just using the "Copy packages"
  button on the PPA and copy over the 12.10 binary.
