  Define Raring as the default version to translate

Status in Package Descriptions for Ubuntu (to make translation easy):
  Fix Released

Bug description:
  When going to https://translations.launchpad.net/ddtp-ubuntu, Quantal templates are emphasized while they're outdated and full of typos.
  We should move emphasis on the Raring templates. Moreover, translations made in Raring are exported to the Quantal templates.
