I'm going to close this as we have libdrizzle-redux that is the focus of
client development which Andrew does get building on Windows.

Bug description:
  Libdrizzle build on windows fails with following error.

  In file included from libdrizzle\drizzle.c:16:0:
  ./libdrizzle/common.h:29:25: fatal error: netinet/tcp.h: No such file or directory
  compilation terminated.
