Installation Method: setup .exe
OS language: ru_RU
Version of Openshot installed : OpenShot-v2.3.1-x86_64.exe
OpenShot language: default
IF i change openshot language to australia (ast) then save title in
project proceed correct.

Installation Method :setup .EXE
Version of Openshot installed : OpenShot-v2.2.0-x86_64.exe
Create title to add to project, edit it. On saving as .SVG it shows message "New title.svg is not a valid video, audio, or image file." and doesn't save the file.
I had to click "use advanced editor", save in inkscape and import back to project.
