Thank you for reporting this bug to Ubuntu. The 9.10 release reached EOL
on April 30th, 2011. See this document for currently supported Ubuntu
releases: https://wiki.ubuntu.com/Releases

Please upgrade Ubuntu to the latest version and re-test.

Bug description:
  When I launch "Skype Me" -> "Change User Status" action, Skype should be launched and then status changed.
  However, nothing happens. - it only works when Skype is already running.
  Skype version is 2.1.0.81 on Ubuntu 9.10 x64.
