We are sorry that we do not always have the capacity to review all
reported bugs in a timely manner. This bug was reported some time ago
and there have been many changes in Ubuntu and Chromium since that time.

Ubuntu 13.10 (saucy) reached end-of-life on July 17, 2014.

The upstream bug report was closed in August 2015 die to a lack of
activity. Do you still see a problem related to the one that was
reported using currently supported versions of Chromium and Ubuntu?

  Scroll momentum is not being damped when a pane reaches its limits

Bug description:
  This manifests most in Chrome for me. I fling-scroll a page to the
  top, it reaches the top, then I press Ctrl and the page will zoom in
  suddenly. I think the fling momentum is not being damped when the page
  reaches the top. I would expect the momentum to be damped in the same
  way as the page is when it reaches the top.
