[Bug 1825453] [NEW] ACPI/CPU Error using Dell Inspiron 7375

Public bug reported:

Cannot install ubuntu using Dell Inspiron, yet using a VM seems to work.
No distro of Linux seems to work, lubuntu, linux mint, ubuntu
18.04/19.04 all give the same error. Using workarounds like "iommu=soft
noapic" and the like in grub do allow bootup, but force permanent
blackscreens when laptop goes into suspension or sleep. CPU in question
is AMD Ryzen 2500u
