Looks like a gtk or theme bug to me. I'll leave this open for now, if
you can figure out what causes it, please share your information here.
That might happen because of your gtk or theme version (I'd say a bug in
theme engine is more likely)? You could try a different gtk theme and
see if that is reproducable with another theme.

Bug description:
I can't resize transfers tab in the bottom. Then I can see a progress bar for the first transfer which has been scrolled out of the visible field to the top.
