And you're sure your friend gets the good speed from the same user and
not from multiple users? As ApexDC++ version he's using most likely has
segmented download support which is missing from released LinuxDC++s.

Is your connection working otherwise ok? So that you can download from
other sources with expected speeds (eg. torrents, web, sftp)?

And you haven't messed with Linuxdcpps Advanced options at any point?
