Razzloss proposed the following answer:
Linuxdcpp uses the GTK toolkit in Linux, Windows DC++ uses it's own (I
guess it was some mutant SmartWin?) and anyway the look-and-feel of
windows widgets is a bit different.

You can try different GTK themes, if they make the LinuxDC++ to look
more like the Windows version if that is what you want. (Themes only
change the UI of the widgets and icons, you can't restructure the UI
with them)
