Currently, instead of simple hovering you can drag the ? icon to any
control including buttons and get help from them this way...

Bug description:
The Settings dialog has an (ugly) richtextbox on its bottom which acts like a context sensitive help. Unfortunately you cannot see the help for the desired option until you click on it.
For example, you see "Click on this button to save" only when you pressed OK which has no point at all :) But the same stands for similar options with checkboxes. You will only see the help for them when you tick/untick them.
It would be good if the help text would change on mouseover, or, even better: it should change when you keep the mouse over an item for a specified time (a few seconds) OR when you click on it.
