well in thats the idea for the end result, just trying to figure out a
proper formula for doing 'dynamic' speeds like of which is found in
uTorrent or Vuze =) if you have any idea's I'd be more then happy to
listen, because im trying to figure out a way to do it properly

  Uploading a patch for tray icon limiter context menus so users can
  easily change their upload/download limiter settings, the values are
  hardcoded but it is a start and it would greatly increase the
  accessibility for users and deplete the reliance on using 'chat'
  commands or frequently going into settings dialog to change limiter
  settings
