  user commands encoding

Status in Linux DC++:
  Expired

Bug description:
  Client should use default encoding option sending the PM with right
  click user commands. I think it's all user commands implementation
  doesn't use default encoding option. It's very annoying. Many people
  can't read english. And transliteration is not a good thing.

  Reproduce:
  Set the encoding=cp1251
  Make a user command=Some text in Russian or Bulgarian (or another language using the cp1251)
  Try to use the command.

  You will see the encoding corruption.
