Bug description:
I'm set as "passive", and, when trying to connect to other passive
users, DC++ 0.706 attempts to do that in one particular situation:
Say I've set myself active for some reason or another. Say the
connection doesn't work, and I have to set myself passive, but I
haven't yet reconnected to the hub. In that case, DC++ acts as if I
were not passive, and accepts to try to connect to passive users. It
obviously fails with "Connection timeout", but it still attempts.
Once I've reconnected to the hub, it behaves as it should, not
allowing me to connect to passive users, however, for those users that
are already in queue with certain files and are passive, it will still
attempt to connect.
As an attachment, I've included an anonymized screenshot with this
behavior.

Operating system: Windows Vista x64 SP1, Ultimate Edition in default 64-bit mode
Computer: AMD Phenom 9500 QuadCore, 2 GB RAM, based on AMD790X chipset
DC++ version: 0.706
