The hub does return a msg when a client send his SUP and it misses some
required things like BASE or TIGR.

What is does not do and whats not really advisable is sending a msg to
something that connects and is not sending a SUP, infact that can be
anything going from a client that has no ADC support at all, a client
connecting in NMDC mode to something like a portscanner or telnet sesion
and reacting on those is just going to use tx band to something that
unknown ..., and yes it would be possible to "asume" after a timeout
that it is a client connecting in the wrong mode and starting emulating
the NMDC connecting protocol and send a msg or even a nmdc redirect with
all risks that comes with it.
