don't see a way this is possible unless either those users nick or cid
are in the users.txt.

Iirc you run the guard script, set the +cfgfl cmdpas_exp once to 24
hours this will keep the PAS strings for a day so you can verify if this
is realy a bug or some are just using same cid or nick, normally you
should only find either nicks or cids that are in the regtable when you
do a +listcmd stats after a few hours and ask your op's not to change
cid or nick during that test ....
