an update, this happens with all users
when it happens, closing DC++ will not end the dcplusplus.exe process, i have to use task manager to kill the process before i can launch DC++ again

i am trying to download files between 5mb and 20mb , yet some of the files have a few hundred megabytes queued up for them, and if i leave DC++ running, it would finish downloading the properly sized files, and continue to download these extronemously sized files... 
after leaving DC++ to run for a few hours , these transfers are the only ones still happening, and the download view shows that these files have had hundreds of megabytes already transferred, but all the progress bars are at 0%

Bug description:
  i am using 2709, i left it running for the whole day and when i came back to my computer, the first thing i notice was that DC++ was using 15% cpu
  it was also using all the downstream bandwidth on my internet connection, and it was not uploading anything

  upon restoring the DC++ window i see that i have alot of uploads which
  are attempting to start, but are not starting... at least it shows
  that the feature which opens an upload slot below a certain upload
  bandwidth is working, except the uploading itself seems to have
  stopped working

  and there is only one single download which is happening, which is
  taking up all the bandwidth... it is a ~10mb file, but i see that it
  has more than 100mb queued

  at this point i shut down DC++ so that i can load this page at all
