problem and it'd be nice to know what version/revision introduced this
behaviour.

Regarding the "files have x megabytes queued" if you mean the Queued
coloumn in the transfer view then there's nothing wrong with that. You
may want to read in the Help what do those values in the Queued column
mean.

  ~10mb file download, >100mb queued?

Bug description:
  i am using 2709, i left it running for the whole day and when i came back to my computer, the first thing i notice was that DC++ was using 15% cpu
  it was also using all the downstream bandwidth on my internet connection, and it was not uploading anything

  upon restoring the DC++ window i see that i have alot of uploads which
  are attempting to start, but are not starting... at least it shows
  that the feature which opens an upload slot below a certain upload
  bandwidth is working, except the uploading itself seems to have
  stopped working

  and there is only one single download which is happening, which is
  taking up all the bandwidth... it is a ~10mb file, but i see that it
  has more than 100mb queued

  at this point i shut down DC++ so that i can load this page at all
