[Question #196145]: Users Redirection

I need to redirect users to another hub. I've configured rulesredirect(for example I set minsharesize to 100000000000000000) and it works fine,but only for users who was connected to hub. If new user tries to connect to hub he gets message like that "You are redirected because: Your share size (86.22 GiB)  is too low, the minimum required size is 0 B
Connection closed" 
And there is no redirection. 

I don't know may be it is a bug. But I'd like to know how to configure a redirection properly.
