[Bug 940751] Re: Enable python on x64 and ia64 arches

The reverse of the patch is based on testing compilations using the
recomended versions in the documentation (or recomended posted posted on
bug reports so using the same as a first time compiler) for swig, python
who can not be installed with 64 bit version as far i know ( and
probebly the reason the x64 exclusion was there in the first place) and
using mingw64. who offcourse fail.

Probebly your patch works and is tested on a nix OS (can not test that
here) ?

If so then maybe a extra condition is needed to your patch that excludes
only win x64.

Did you test if your patch works in a win system , and if so can you
than specify what version of swig, python mingw64 combination you used
so the documention can be updated and your patch reaplyed (what would be
nice improvement).

PS , it will not take 30 days to correct my error if i made one :)
