this is by design because it is in most cases impossible to predict in
advance whether current rules may be applied to an offline user (IP,
fav/op status, etc).

Title:
  "Ignore chat" and "Un-ignore chat" options are both available in the
  context menu of an offline user's p.m. tab

Bug description:
  Like the title says. I think that if a user goes offline neither of
  the options should be available in the context menu.
