It's not listed in +listbans, you can see it in Tempban Log only.
Example: my pinger is banned on DC Dev Hub

Kick settings:			Maximum kicks: 3			Expire time: 7 day(s)
Kick IP records:
	IP: 178.63.***.***  						Counter: 1
	Avg.Rate: 2,91 / m		Diff.Rate: 3,99 / m
	Reason: You are kicked: For hammering the hub too often (20 times)  with the Open socket command !
	Expires: in 6 days, 3 hours, 26 minutes and 39 seconds

So it's already reproduced, I can't remove it.

Bug description:
  Unable to remove record from TMPBANs.
  +banip IP  with zero time says that such record is not found in the bans.
  And make separate unban commands.
