  DC++ 0.830 doesn't respond to NMDC TTH searches

Bug description:
  0.830 DOES NOT RESPOND TO TTH SEARCHES.

  IF YOU SEARCH BY FILE NAME A USER USING 0.830 WILL COME UP AS A SOURCE

  HOWEVER SEARCH FOR THE SAME FILE BY THE TTH AND THEY WILL NOT COME UP
  AS A SOURCE.

  START TO DOWNLOAD THE FILE AND LOOK FOR ALT SOURCES AND THEY WILL
  STILL WILL NOT COME UP AS A SOURCE.

  THIS WAS VERIFIED ON VARIOUS OS USING VARIOUS DC CLIENTS SUCH  AS
  STRONG AND APEX AND GREYLINK.

  WE TRIED VARIOUS FILES TO MAKE SURE IT WAS JUST NOT THAT ONE FILE.

  VARIOUS USERS FROM VARIOUS PARTS OF THE COUNTRY.

  
  TO CLARIFY. I USING DC STRONG  SEARCH FOR A FILE BY FILE NAME. ANOTHER USER WHO HAS THE FILE AND USES  DC++ VERSION 0.830 WILL SHOW UP AS A SOURCE.

  HOWEVER IN THE SAME SITUATION IF I DO THE SEARCH BY TTH THE SAME DC++
  0.830 USER WILL NOT SHOW UP IN THE RESULTS.

  ADDITIONALLY  IN THE FIRST SCENARIO THE USER DOES SHOW THE PROPER TTH.
  (SO ITS NOT A ALTERED TTH ISSUE)

  THIS MAY BE RELATED TO THIS BUG
