I added vs2013 detection in scons or well a patch i got froma discussion
on it has its own issues with not wanting to compile saying the ctp
wasnt there (even though the toolset for the vcproj's says it's using

Bug description:
  with r3376 trying to generate project and solution files for vs 2013 i
  get the error - "No version of Visual Studio compiler found - C/C++
  compilers most likely not set correctly"
