Well i lest MSVC_USE_SCRIPT as False, but without that patch i couldn't
generate anything at all since all it does is add version numbers to the
scons check now i just get a message about needing to migrate the filter
projects which fails miserably but it's not that important i suppose

Bug description:
  with r3376 trying to generate project and solution files for vs 2013 i
  get the error - "No version of Visual Studio compiler found - C/C++
  compilers most likely not set correctly"
