I solved my problem, which had nothing to do with neither DC++ nor
Windows 8. In Comodo Internet Security, I had to add every port I wanted
open. It wasn't enough to allow the program in "Application Rules"

Tasks/Firewall Tasks/Open Advanced Settings/Portsets

It may help someone else, perhaps your Firewall/Antivirus got something
similar.

  Active mode does not work with Windows 8.1

Status in DC++:

Bug description:
  With manual port forwarding I cannot get active mode working I've even
  tried Nat-PMP and Mini-UPnP both correctly map the ports but active
  mode does not work (all 3 scenarios worked in Windows 7 but now I'm on
  Windows 8.1 and it does not work)
