  Support TLS 1.1+ (currently, 1.1 and 1.2)

Bug description:
  ssl::context::tlsv1_server supports TLS 1.0 and only TLS 1.0. Per
  https://dcpp.wordpress.com/2013/09/20/beast-crime-breach-and-lucky-13
  -assessing-tls-in-adcs/ this is problematic. Attached patch fixes this
  problem.
