One of them is commented out in the example config https://sourceforge.net/p/adchpp/code/ci/default/tree/etc/adchpp.xml and the documentation also mentions why.
The one that commented out is an example for Linux configs where the path should be always specified. The one without comments is often used in Windows where you don't need to specify absolute paths. 

Default values in ADCH++ are often set in favour of Windows usage
because Windows users are usually not as experienced as Linux people.
