[Bug 1494872] [NEW] Taskbar preview thumbnail creation issue (Win 7 / 8(.x) / 10)

Public bug reported:

When DC++  is minimized and taskbar thumbnails are being used, if a new
window opens the newest created thumbnail has an incorrect preview
thumbnail size. this occurs in all versions of Windows supporting
taskbar thumbnails.

  When DC++  is minimized and taskbar thumbnails are being used, if a
