It is generated automatically in case of a crash unless the CrashLogger component inside DC++ is unable to produce one for some reason.
>From the pasted debug console messages and the fact that no file generated at all I guess in this case the crash happens so early at the start as the built-in crash logger hasn't even been initalized yet.
