  Add the possibility to see the encoding of hubs

Bug description:
  As you may know, NMDC hub uses different encoding that are differents
  by regions:

  UTF-8
  Central Europe: CP1250
  Cyrillic: CP1251
  Western Europe: CP1252
  Greek: CP1253
  Turkish: CP1254
  Hebrew: CP1256
  China: GB18030

  sadly, when we try to choose a public hub, we don't know which
  encoding it uses, even if the hublist (hublist.xml) list it...

  Can you display this information?
