eMTee proposed the following answer:
You can use any level you want, not just 10. There are no predefined levels. Decide how many levels you need and the highest level will be the admin and level 1 is the lowest registered user.
+cfg oplevel specifies of what is the lowest operator level and above that all will be operators.
