All,

Because Phillw left and someone of us don't use his channel as a 
offtopic channel, I think we need to create a #linuxpadawan-offtopic 
channel for this reason.  To me, #linuxpadawan should be only used for 
support for the newcomers, master/mentor calls/chats, and meetings for 
our group.  Also, I don't want to scare off the newcomers with our 
offtopic chatter.
