As said on my previous answer, please open a new "question" and
address it to Launchpad itself.
In the new request include:
- Why you are making the request
- The link to the Launchpad team
- Who should be appointed as the owner/admin of the team (his/her
Launchpad profile page)
- Include maybe a reference about this request

That should be all and should give Launchpad admin enough infor to move forward.
In case, they can ping me or somebody else from the Launchpad
Translation Coordinators team on IRC.
