[Blueprint startup-editor] Include a start-up editor by default

[kalvi] Absolutely helpful tips. There are some applications that can not be started automatically.
+ [melodie] Recently someone on the Lubuntu IRC space asked how to stop lxpanel from being started (he uses a dock) and I had no idea how to do that. Adding applications to be started or removed from the start would be nice. If possible, such a start-up should also offer an option so that it is also possible to quit having it when the session starts.
