[Blueprint startup-editor] Include a start-up editor by default

[kalvi] Absolutely helpful tips. There are some applications that can
not be started automatically.
[melodie] Recently someone on the Lubuntu IRC space asked how to stop
lxpanel from being started (he uses a dock) and I had no idea how to do
that. Adding applications to be started or removed from the start would
be nice. If possible, such a start-up should also offer an option so
that it is also possible to quit having it when the session starts.

[vanyok] I support this initiative. Currently you just go into the
textfile to add or remove lines for autostart (also remember to write it
correctly!). And the user friendliness is in GUI (sorry, geeks). As we
are trying to reach XP migrants and anyway make Lubuntu easy to use,
this tool is required.
[amjjawad] are we talking about: "default application for LXsession" ?
which is now exist with 13.10 by default?
