If you have already downloaded the deb file just double-click it and Gdebi Package installer should be launched.
For updates, you can either install update-manager and use that or open a terminal and use
	sudo apt-get update
	sudo apt-get upgrade

Automatic notification isn’t available in 10.04 because of problems with the indicator applet.
